See the first part of the L.O. Report - If Lord Granville will tell us definitively what it means we may be able to frame a telegram - but in any case it is their duty to give us the state of actual information by telegrams - if they are too idle to prepare their thoughts.
I fear we must ask for a little lucidity - the second part is intelligible.

I shall have to draft the reply. It turns upon various points from Hayton. But I don't understand the 1st part of the L.O. Report. I require for E. Hertslet's memorandum to be sent to me. Don't ask for it privately.
